HTC discusses student foundation

LANESVILLE — Hunter-Tannersville Board of Education member Brian Byrne told fellow board members and district administrators Thursday night that he believes the district should look into whether a local not-for-profit educational foundation is feasible, and how it would work.
Byrne said of Albany County’s Berne-Westerlo Central School District, “They have a foundation that is funded by the railroad.”
“Some railroad families lived in that area,” he said, in reference to a beneficial community heritage.
“It’s a fairly substantial foundation,” he added.
“I feel it would be to our benefit, that of the students, to look into it,” Byrne said, “and see how educational foundations are established.”
Of the parties who might start it, Byrne noted, “It can’t be a board member or an administrator.”
HTC Superintendent of Schools Patrick Darfler-Sweeney said he was familiar with the concept, and indicated that if a not-for-profit foundation were started by individuals to financially assist the district’s educational goals, it would need to be district-wide in its base.
“It would be a foundation for the students of our entire district,” Darfler-Sweeney said.
Byrne said he believes following up on the idea has worth.
“We should try to get somebody to take a look into it,” he said, “because there is a lot of money in some of these foundations.”
A local example of a non-profit educational foundation is the Catskill Educational Foundation, which assists the Catskill Central School District.
Such groups can offer funding for a district’s needs if they are of a type that are not normally covered within the year-to-year operating budget.
Funding in support of extra curricular activities or special project grants to assist curriculum studies are two areas where they are often used.
Funding itself is raised by the not-for-profit, and is not made part of the district’s budget, other than being tracked as a specified-purpose donation or gift.
