Council adopts $6.4M budget
Tax rate increase held to 2.1 percent

CATSKILL — The Catskill town council has adopted a $6.46 million budget for 2010.
After a series of workshops and quiet public hearings, the council held the budget to a 2.07 percent tax rate increase of 10 cents, from $5.21 per $1,000 of assessed property value to $5.31.
The village’s portion of tax rate will decrease 8 cents, or 4.57 percent, to $1.90 per $1,000 of assessed property value to $1.82.
“With so much instability still left in our economy,” Supervisor Peter Markou said in a statement, “any increase in revenue projection has been kept to a minimal and all department contractual expenses have been held.”
The town’s general A fund is seeing a $170,067 decrease in appropriations from $4,014,915 to $3,844,848, or 4.2 percent. General A fund revenues are seeing a decrease of $27,300 from $2,430,584 to $2,403,284, or 1.1 percent.
The general A fund features expenditures which include town board and employee salaries, equipment costs, youth programs, the town’s ambulance service, street lighting, highway superintendent salary, cemetery caretakers, retirement, social security, health insurance and worker’s compensation.
The general outside village fund is an increase in appropriations of $39,279 from $274,390 to $313,669, or 14.9 percent. Revenues in the general outside village fund are seeing a $9,000 decrease from $101,298 to $92,298, or 8.9 percent.
The general outside village fund features expenditures which include planning and zoning, code enforcement, youth program, hospitalization, social security and retirement.
The highway town-wide fund is seeing no change in appropriations for 2010. Revenues for the highway town-wide fund are seeing a decrease of $300 from $1,000 to $700, or 30 percent.
The highway town-wide fund features expenditures for bridges and social security.
The highway outside village fund is seeing an increase in appropriations of $51,688 from $1,505,238 to $1,505,238, or 3.6 percent. Revenues in the highway outside village fund are seeing an increase of $23,384 from $174,000 to $197,384, or 13.4 percent.
The highway outside village fund features expenditures which include snow removal, machine and equipment operation, general repairs, brush and weed cleanup, hospitalization, retirement, social security, worker’s compensation and capital reserve.
Salary schedules for elected officials are as follows: the supervisor receives $12,329, each of the four councilman receives $5,192, the town clerk receives $32,600, each of the two town justices receives $21,446.50, the tax collector receives $14,677 and the highway superintendent receives $50,460.
