Village officials approve $15K deposit for new fire truck

CATSKILL — The Village of Catskill Board of Trustees approved a fully-refundable deposit of $15,000 to reserve a new $635,000 fire truck until the end of the bidding process.
The 2008 Sutphen SP95 Aerial Platform ladder truck was among four top choices that the Catskill Fire Department chose from. This model meets all the specifications that the department was looking for, according to Jack Ormerod, chair of the committee searching for a new truck.
This truck, which is a demonstration model, will be replacing the department’s ailing 22-year-old ladder truck, which Trustee Patrick McCulloch says will only continue to “nickel and dime” the village for constant repairs.
Ormerod said the committee originally had analyzed 10 different trucks and narrowed it down to four before choosing the Sutphen truck.
Philip Vander Molen, sales representative for Sutphen, said that a brand new S95 model was recently sold to Watervliet for close to $900,000. This truck, however, is significantly discounted because it is a demonstration model with approximately 1,500 miles on it.
Village President Vincent Seeley made some calculations to determine the financial impact the purchase of the $635,000 — with $15,000 of additional add-ons such as scene lighting and radio equipment — truck may have on the village.
Without any other changes to the budget, Seeley said there would be a 2.32 percent tax increase. While the village currently has $60,000 budgeted for equipment, an additional $590,000 would have to be financed to cover the whole $650,000 amount.
At an interest rate of five percent, a five-year Bond Anticipation Note (BAN) would cost the village $133,608 a year through 2013.
That would garner an approximate 47 cent increase to the current tax rate of $20.18 per $1,000 of assessed property value.
Seeley also announced during Tuesday night’s meeting that there is already an anticipated decrease in assessed property value from $159,008,544 to $157,467,684, or $1,540,860. That represents a reduction of $31,094.55 that will need to be recovered by the budgeting process in the spring.
